Sir,
Following previous strenous opposition to the New Grant Code
for the Colony of Hongkong, a joint resolution of Roman Catholic
and Anglican School Managers was submitted to the Director of
Education on November 20th, 1945, with the request that this be
forwarded to you, Sir, asking that final approval be not given to
this Code until we have had an opportunity to put before you our
case.
A copy of the Alternative Code and a Memorandum on the Basis
for Calculation of Block Grant drawn up by us in November & December,
1939, are attached for your information and also a copy of our letter
of January, 1940, giving qualified acceptance to the Code.
As Chairman of the six Boards of Managers of the Anglican Grant
Schools in Hongkong I now submit the following statement of my own
experience since the introduction of the New Code.
